If the spots are isolated, and there is no inflammation or discomfort and the eyes appear normal otherwise, then the most likely cause is tiny vascular loops in the white of the eye. These are harmless extra blood vessel patches which appear as red spots but the vessels can be seen using the equipment of the ophthalmologist with higher magnification to see the tiny blood vessels. These can be ignored as they will not cause any visual problem.
Rarely some people are bothered by the cosmetic appearance if they are on the exposed portions of the eye(s) and these can be reduced with laser treatment. To confirm this, have your daughter looked at by a pediatric ophthalmologist.
